ABSTRACT
Managing land related information effectively is a significant factor to achieve a successful land management and sustainable administration of the land. Successful land administration and applications can be implemented with the existence of qualified, standardised and interoperable data sets. Within the land administration concept, for making the data accessible and reusable in various thematic land related applications, data sets should be produced to allow interoperability and data sharing. For the solution of the standardisation and interoperability issues, Geographic Data Infrastructures (GDI) concept has emerged with the purpose of developing geographic data production and sharing standards. Each government and geographic data organization developed their own GDI to specify their geographic standards and reference models.
In this thesis, Infrastructure for Spatial Information in Europe (INSPIRE) and Turkish National GIS (abbreviated as TUCBS) were examined and evaluated with the purpose of determining an approach for designing a land administration model. Within these GDI, most commonly used geospatial data production and sharing standards such as International Organization for Standardization (ISO) TC/211 (Technical Committee about Geographic Information/Geomatics) 19xxx series standards and OGC (Open Geospatial Consortium) open standards for interoperability were analysed. In land management concept, ISO 19152 Land Administration Domain Model (LADM) and INSPIRE Cadastral Parcels data theme were studied in detail. According to the requirements of these standards, TUCBS.TK data model was improved. Within the land administration concept, as an example land valuation model was designed and added to the TUCBS.TK as an extension. For analysing the availability and operability of the designed model and performing a land valuation process within the TUCBS and INSPIRE geographic data infrastructures, Pendik land valuation example was implemented. Source data structures transformed into INSPIRE and TUCBS data standards by using geographic Extract-Transform Load (ETL) tools. By using analysis approaches in Geographic Information Systems, an automated land valuation process was performed with standardised data.
